Based on his experience of approximately 17 years working in the judiciary, Mateen has concluded that the judicial profession is a noble one, and that the work of a judge requires strong analytical skills to understand, interpret, and apply laws to various cases. A judge must also possess integrity, impartiality, and the ability to make fair decisions based on the evidence and testimony presented. Moreover, a judge must demonstrate the courage and integrity to make difficult decisions, even in the face of external pressures or public opinion. The ability to withstand scrutiny and maintain the highest ethical standards is fundamental to the public’s trust in the judicial system. Regarding his educational background, Mateen graduated from the College of Law at the University of Baghdad in 1996. After that, he worked in the legal profession as a lawyer for ten years. Later, he studied at the Iraqi Judicial Institute in Baghdad for two years to become a judge in 2007 with a Higher Diploma in Judicial Sciences and was subsequently appointed as a judge in the Iraqi courts.
