Carlos Andres Oblitas Alvarez serves on a Trial Court specializing in anti-corruption and gender-based violence within the Bolivian judicial system. He previously served as District Attorney and, earlier, as a specialized Public Prosecutor focused on focused on special offenses and priority victim protection. He is committed to human rights, access to justice, and institutional strengthening. Carlos holds two master’s degrees, one in Constitutional Law and another in Justice Administration, and is currently pursuing a Ph.D. in Criminal Law and Criminal Policy. He has authored academic published books on pretrial detention and another in gender-based violence. He is also a former university professor and a frequent speaker at conferences on criminal justice and judicial reform.
